Some so called tender plants can survive for a limited time in a colder climate, often losing their leaves, depending on where the plant is kept (e.g. by a house wall) and how mild or harsh the winter was. The growing medium and dryness or wetness can also help a plant survive. Snow can protect plants, so can leaves, I had some apples on the ground survive 7 weeks of constant below freezing temperatures down to at least -17C which were covered in horse chestnut leaves.
The stems remind me of a succulent, similar to Crassula ovata or Adenium, note the older part at the bottom. There could be a caudiciform with leaves like it but I can't find one.
