Are those stems in a vase of water or planted in soil in the container? My first thought was that it reminded me of Mugo Pine which are sometimes grown as Bonsai but after enlarging the photo I'm not sure:

Doesn't branch like a Pine tree.

Can't make out the leaves very well. Can you show a better close-up, clearer photo?

Could this be some type of Fennel plant?

It is in a vase of water or is it planted in soil, thank you.

Greene has the right idea. Those are single upright herbaceous stems. The "branches" are individual leaves.

I am encouraged and will guess again, please.

My brain is thinking it could be the popular florist flower Dianthus Barbatus, an unusually weird variety ( *Blush* I forgot the proper work for that type of flower deformity.
It is sold as "Green Trick" from Colombia "Green Ball" from Ecuador. The plant does not make seeds.
This is only a guess.

Edited to add:
Just in case my guess is correct, this plant must be grown from plugs not from seeds.

Definitely a Trick!

I'd never have come up with Dianthus, even if they had tortured me to say it!

Oh yes! I had noticed the true leaves that were almost completely hidden, and then proceeded to forget about them! *Blush*

If it turns out that the Dianthus is the right answer I cannot take any credit. It was a question/request posted a year ago by @bxncbx that urged me to research the plant in the first place.

Edited to add link to the thread:

Who could resist such a fuzzy green flower. Thumbs up
(I hope it's the right answer!)
