Curious if this is Dr. Huey. I had Rio Samba but it died and this is the rootstock. I think I like it as much as RS.

Yes, that is Dr. Huey. I like it too. It does tend to get powdery mildew, and it's stingy with the rebloom, but I love the color.

It's better to move roses when the weather's cool and you expect lots of rain, but you can move them at any time as long as you keep them watered well at the start. I'd prune off some of the top growth if I had to move a rose now, but don't worry about Dr. Huey too much. It's a very vigorous rose and it puts up with almost anything.
