I am hoping this link works for all of you. This semp disease (Endophyllum sempervivi) has become a problem in Europe. I don't know if we have it here in the U.S.

I've never seen it in my yard but I think the post by Debra Lee Baldwin is sound advice. It's not here on this side of the Atlantic and is not a real fast spreader. Destroying the infected plants and not growing semps in that spot (perhaps replacing the soil as well) would be my plan if I ever saw it.
It does look a bit like hail damage so don't be confused!!!
I think this differs from hail damage, as it causes what looks like raised blister.
I agree Kevin, that is what they are doing in Europe. If it shows up they immediately dispose of the plant, and soil around it.
