They aren't Japanese beetles (we did see a few of those).

Either way, they seemed to be having "fun" Hilarious!

(Oh and they are on a Common Milkweed plant. I saw some more of these eating the milkweed as well. I also found some Red Milkweed Beetles too, they were doing the same thing as these xD)

I think these are Dogbane Beetles. Chrysochus auratus.
