I kept seeing this on our trip to South Dakota and loved the color. I finally got a photo because every time I tried to photo it, the wind started blowing!

The leaves aren't right for Purple Prairie Clover (Dalea purpurea) and I agree with Jay, it looks to be Verbena stricta:
