i just bumped into two plumeria seed pods on a low tree....
is it posible to get some help on how to grow?
when do i know for a start that the seeds are ready?
we soon will be in autumn.....
should i wait for spring for the whole process?

Make sure the pods are ripe; they stay on the tree for 9 months, through the dormant season.
A ripe pod will start to dry out and crack. Then the seeds can be easily taken out.
I put them in vermiculite or just some well draining soil and mist several times a day.
If you have ripe seeds you can start them any time.
Nothing to do with age. It's all about the pollinators. The type of Plumeria makes a difference too. Some are great pod setters and others will never give you pods.
Here is an example of a great seed setter ( a Plumeria obtusa type):

Forgive me if I'm wrong again...you have plumerias growing at the said garden?
