Green Grin! Southern dialect ... "Shh-ga". I'm from Virginia and that's the way we'd say it but it might have a bit different sound if folks in N.C., S.C. and Georgia are saying it .... there's a hint of a difference in the southern dialects.

Not slang at all but a dialect. It's the way I pronounce the word sugar. For @Suga it could mean something else.

A southern form of endearment. Many southerners say "Hey Suga" when they are saying hello to a loved one, friend, neighbor, a clerk at a store, a stray dog or cat ... Green Grin!

My youngest sisters former mother in law called everyone Suga and my niece had a retriever named Sugar (Suga) when she was a youngster. She picked the name because here grandmommy called everyone Suga.

Many southerners also greet folks with saying "Hey" instead of "Hi" or "Hello" and we say Y'all instead of You all.
