My dracaena's leaves have something wrong with them but I'm having trouble identifying it. The tips of the leaves are turning brown, and some leaves have yellow spots that progress to dead brown spots with a yellow halo.

I believe I have under-watered it. I've been using tap water. It sits next to a shady east-facing window.

Is this simply a case of underwatering? Or does the spotty nature of the leaves imply an infection?

Hi & welcome! Dracaenas are sensitive to fluoride in tap water, and can get a toxic dose over time. Tap water also often has lime in it, which can raise the PH of soil over time if not watering thoroughly (so a lot of water runs out of drain holes) often. Simply running out of room for roots to grow can cause issues with the foliage too. Whenever possible, use rain, distilled, or condensate from a dehumidifier or A/C. If it's been in the same soil for 2+ yrs, repotting would help too (chop off the pancake of roots at the bottom of the root ball if found, remove old soil, replace with new.)

The spots in the 2nd pic could be oedema (a cosmetic issue,) or related to fluoride toxicity.

Dracaena deremensis 'Warneckei' are very prone to leaf spotting and tip browning for a variety of reason, some of which have been previously mentioned. The tip burning is likely caused by either over or under watering. This plant is not at all forgiving of even occasional or momentary lapses in watering.

Fluoride added to tap water is not concentrated enough to cause plant damage. However, fluoride in certain fertilizers with super-phosphate are serious sources of toxic fluoride. Hard water is a problem. If your tap water is hard, then use filtered, distilled, or rainwater instead.

Yes, fluoride can be a problem for Dracaena plants and others in the Lily family, including Spider Plants. The confusion is that most people who have fluoride added to their water supply assume that this will affect their plants. The Public Health Service recommends a fluoride level of 0.7 ppm concentration in drinking water. That is substantially below the 1.0 ppm concentration that will cause damage to fluoride sensitive plants. Some areas do have naturally high levels of fluoride in their local water, but that is the exception. Few of us need to be concerned abut fluoridated water damaging our plants.
