Ive posted similar concerns earlier about the two seedling petals but now that my plants ate maturing , some seem to be getti g tall but lacking petal growth below. Should I now pinch off these lower young petals as example Coleus pictured below

They need more light if they are getting lanky.
And pinch the tip growth to make them bush out.

Allow the bottom leaves to remain. There is nothing to be gained by removing them. I agree with Caroline - they need more light, and pinch off the top leaves.

Pinch the tops always. Never let it have a lot of large leaves on top until the bottom ones match the larger top ones that you had pinched off and never let the plant bloom as these techniques always makes the plant grow stocky and wonderfully full!! I had a plant that I grew in my office that was at least one foot by one foot and it looked like a bush!! People would always comment that they had never seen a Coleus that was so full like this one. A very sad story about this plant......someone accidentally knocked it off the file cabinet!! Sighing! That all she wrote!
