When you click on the Site Banners forum, look to the far right to find "upload a banner".
You will find the instructions at the bottom of the page. The image must be "50 pixels high and at least 1,200 pixels wide", so there is always some editing that needs to be done to a picture you chose to submit for use as a banner.
