I would be worried about soggy and wet. They should be hard with a dry brown skin. Are they rotten?
I am taking my cousins stance and only answering the first question and completely ignoring the rest.

If you want to just quickly air dry the surface (like a day or maybe two), that would be fine, and probably best, before you plant. Always be gentle with wet or moist bulbs because they are damaged more easily than when the surface is dry. As long as you plant in already moist soil, I would wait a day before you water it in to help prevent infections.
