If you want to just quickly air dry the surface (like a day or maybe two), that would be fine, and probably best, before you plant. Always be gentle with wet or moist bulbs because they are damaged more easily than when the surface is dry. As long as you plant in already moist soil, I would wait a day before you water it in to help prevent infections.
