Looking to name a new plant and register it. I've been hybridizing daylilies for many years now and have a new Rudbeckia plant to introduce but have no idea where to do this? Can you help me.

Welcome! To register you would need to find an ICRA (International Cultivar Registration Authority) that covers Rudbeckia if there is one. On a quick look I don't see one on the list of ICRA's:

You could try asking the ISHS:

If there is no registry for Rudbeckia then you can publish the name yourself according to the rules of the International Code of Nomenclature for Cultivated Plants:

There is also the plant patent route if you want to go that far.
