Yep, definitely tephrocactus articulatus var. papyracanthus - Paper Spine Cactus.
These definitely need a lot of light - they pretty much grow in full sun here.
Also they do not really like to be wet, if you have them in really well draining soil you can water them fairly frequently as long as the soil dries out quickly and you wait for that to happen before watering again.
It has a nice flower, but being out in the all day full sun and on my sparse watering schedule have not really been the ideal conditions for flowering. I have seen them flower in a colleague's yard where they got morning and afternoon shade, just mid-day sun, mine get late morning to sunset sun exposure.
And then the final thing: those sections come of really easily so be careful when you handle the plant. However, if it does happen, 99% sure you have another plant if you just sit it on top of some soil... I have too many to count, because for some reason I have a really hard time throwing those fallen of sections away (occasionally just watering with the hose can blow a section off).
There is a spineless version called the pine cone cactus which is pretty cool looking as well and then there is one with very very long somewhat curly spines that is really cool. Here's a pic of both of them, obvious which is which:
