Insect and Bug ID forum: strange little bugs on Zizia aurea

These little bugs were on my Zizia aurea (Golden Alexanders) plant, which I mention in case it helps ID them.
I'm curious to know what they are.

There is an insect called cottontail. That's what came to mind. Not really sure thigh.
