Looks like Hen and Chicks to me. Yeah, they do tend to flop around and get top-heavy.

Don't think it's hen and chicks (sempervivum). I would suggest a more tender succulent. Maybe some aeonium? Echeveria?

Looks like an echeveria, (the common name of hen and chicks are actually sempervivums).
Snap them off and replant in fast draining cactus type mix. They root quite easily.
