These Aquilegia are doing better since I moved them to the cedar planter and started fertilizing once a week. Am I supposed to dead-head or prune these? I'm tempted because the dead blooms make it look kinda ratty.

They do look quite nice! Thumbs up Yes, deadhead away...You'll most likely see another flush of blooms!

You were correct! The other apparently is done blooming.

Don't deadhead your favorites. They will go to seed and you will have more plants next year. They are easy to move to your desired locations once they sprout.
