There's a forum called "plant photos" that collects discussions about individual plant photos. If there's a similar section for MP pic discussions, I've not found it yet, or am having a moment of forgetfulness.

Well, you can just open the multi-plant photo and start a discussion there. Not sure who might be notified, other than the person who submitted the photo. I always do a quick check on the 'new' conversations to see if anything catches my interest, I only 'watch' a couple of forums.

Deb's right, you can open the discussion but they aren't then shown in a specific forum. There are lots of ways to find threads, though, like the homepage, newsletter, etc.
