Learned from "India Grows Fresh Air - TED" that the "Snake Plant" gives off oxygen at night. They also used our NASA study to create the healthiest building in all of New Delhi with plants. Has the USA ever done this?

Oh yes, it's widely known that indoor plants improve the air quality as well as using up carbon dioxide and giving off oxygen. Shopping malls and office buildings always have large numbers of plants growing indoors.

Yes, Snake plants (Sanseveria) and other epiphytes like orchids and bromeliads are the best at doing this, because they take a lot of their nutrients from the air, but any plant will help with air quality. All plants use CO2 and produce oxygen.

The snake plant has what is called CAM photosynthesis (crassulacean acid metabolism) which is why it is said that it produces oxygen at night. It's not the only plant that does CAM but it's a common houseplant. Here's the Wikipedia page on CAM photosynthesis:

Having said that, I'm not at all sure that they really do release significant amounts of oxygen at night.
