My first thought was maybe Salvia of some sort: but I don't think that's right. Hopefully someone will come along shortly and recognize your lovely plant to be able to give you an exact ID.

It looks a lot like a Larkspur to me. Do you have a closer up of the blooms?

I'm familiar with Larkspur and it isn't one although the foliage around it does look a little like that .The foliage on the plant itself if you look closely is different. This is the only picture I have of it and I took it a summer ago in a garden on a tour. Thanks for looking. Perhaps some else will recognize it. It was one of the best things in that garden.

Could be Veronica prostrata.
If you can crop a closeup of the bloom from your original un-cropped image, it would help.

I grow a Veronica prostrata Nestor that I really like. I think it may be a lighter blue than your photo.

Paul, if you got the final ID you are in agreement with, you can close this thread. As Susan said, 'Nestor' is a lighter blue than your image.
If you like, I can move your image to just the Veronica prostrata entry.

I thought it might be Nestor even though the color was a little different because color does vary with different cameras and lighting. If you think it would be more appropriate to list it just as Veronica prostrata it would be ok with me....your choice....thanks.

It's probably best as you are not sure of the cultivar name. Thumbs up

Thanks...often when I visit a garden the gardener is not certain of names. I probably shouldn't post those pictures but we did get close.
