Why would a small green grasshopper be eating a bean beetle? I saw it myself today in garden.

Grasshoppers, in general, will eat just about anything they can get into their mouths. It's common to see them scavenging the bodies of other insects, including other grasshoppers. I'd guess they would eat live insects as well, if the opportunity presented itself.
