Based on one of the few flowers that is in focus, I would guess that this might be a Ceiba speciosa (Silk Floss Tree) although it lacks the characteristic spiky trunk. It could also be a Tabebuia or an Orchid Tree. A better picture would help... and also its location...
What time of year was this photo taken? It is difficult to tell for sure without a close up of a flower or leaves but my first thought was possibly Pink Trumpet Tree (Handroanthus impetiginosum)

Handroanthus used to be called Tabebuia so I concur, it could be that. It's the one really big flower that is in focus that made me think 'Silk Floss'.

Yes it is in Simi Valley on Royal Ave, just west of Tapo Canyon.
Based on everything you guys said I looked into it online and it is indeed a Thornless Silk Floss Tree.
