When you register a new Lily, I know you need to get all info from that plant. How big the bloom,ect. What do they mean by foliage type? Kay z.

They mean whether its winter behaviour is dormant (deciduous), semi-evergreen or evergreen. The descriptions of each are in the instructions for registration on the American Hemerocallis Society website, here's the PDF:
