Jan, it depends on why they want to use a daylily. Some hybridizers, from what I've read them say, want to use only pod and pollen fertile on both sides so it will pass that trait on. But just because the parent has flaws doesn't mean it will pass that on the its kids. Fred has a bridge plant that is on the short side that he uses often; it doesn't pass the short scape to the the kids. I know this is not a Dan Hansen intro, but a very good example of pod infertile. Take Jelly Maker for example, it is almost impossible to set a pod on it but everyone uses the heck out of the pollen. That's why you take a daylily that has traits you like but may not be perfect and use it on a pod parent with plant habits you desire for the pollen parent. Doesn't always work that way, but that's the goal. There is no set in stone rules as to what percent each parent brings to the table. And you have to remember the grandparents and great grandparents have genes that will come into play as well.
