This is the second bloom this year but it doesn't bloom full like it suppose to, anyone got any suggestion?

Welcome! Kenkea. Do you know the name of your cultivar? There are some 'shell-type' plumeria that don't ever open all the way.

Not exactly sure the name, but last year it bloomed like normal.

It must be lacking some nutrient. I had some bud drop this year and someone suggested Epsom salts. Worth a try?

Your plant looks very healthy otherwise.
