I see from your screenshot that this is something called "Text-Enhance". I googled for that and found this:

Scam company.
Something has been downloaded to your computer.
Remove it, by clicking on the following:

Start> Control Panel> Programs & Features

Look for "Facetheme" or "BetterLinks" (or "Text-Enhance", of course).
Remove.

It worked. We found the littler stinker hiding. It is now gone.

One question, I am still seeing postings with this problems. Not my postings and threads I haven't visited before. The same hover over message box appears as the above Print Screen

You're venturing into territory that I don't know much about, since I've never experienced these kinds of issues (I don't use Windows )

I would suggest that after removing this malware, you should reboot your computer.

Just did that and running a new scan. The computer I am using now is not exhibiting the problem now, after a full scan.
Waiting for the other one to finish it's full scan.
