Marilyn, it has been several years, and hasn't happened since I've lived in this town, but at my previous home in eastern KY, it was a problem. I truly lived at the end of a "holler", in the middle of the woods, and the last house before hitting my property was where 3 very backward, and I suspect mentally disabled women lived- 3 generations. My bulbs were left on that porch and they took it inside, but didn't tell me they had it. I tracked the package down and stopped and asked. The youngest met me at the car and I asked if she had received a package of mine. She didn't say a word, but went inside, came back with a piece of paper with my name on it and asked if that was me. I said it was and she went back inside and retrieved my bulbs. It was so strange... Anyhow, some of the bulbs that time were soft from having frozen, probably on their porch.
Thankfully, service from both USPS and UPS has been reliable here
