It may just be that they weren't close enough to opening. When I've brought scapes in the largest bud will open if close enough to when it would have opened outdoors but the likelihood of the others opening diminished with decreasing bud size. They look a little abnormally shaped, at least some do (lopsided may mean a pest problem).

The double scapes are called fasciation. This is just one of those odd things that can happen to plants, not just daylilies, during early development.
