I've done it in the ice cubes, frozen it in ice cubes trays in olive oil, and once I laid the leaves out on a tray, froze them, and then bagged them up. I guess it depends on how you want to use them. I much prefer to just keep some plants producing year round, but it does take some work to keep them from all from bolting.
