To do it legally and by the book, a signed paper is necessary. I think it's signed by the legal owner. Sometimes easy to get, sometimes hard to get, sometimes impossible, from what I hear. Many times developers don't want to deal with it at all. The Native Plant Society of Texas chapters do it sometimes, also Master Naturalists, as well as other organizations.
I would feel more optimistic about a bright future for man if he spent less time proving that he can outwit Nature and more time tasting her sweetness and respecting her seniority. E. B.White
