I don't think that is correct. You don't have to choose which swap or make separate listing unless you want to divide them.
If you have only one pack, you can check it off as available in both swaps and which every person clicks on it gets it no matter which swap they were in. If you have say 10 packs you can list it once and make it available in both swaps and the system will count down as people from both swaps pick them. Now if you want to divide them between swaps you can make two separate listing and divide them between swaps however you want. That is my understanding of how it works but we should get @dave to clarify and make sure.
