As always, keep in mind that we are all over the place - what works for me, will not necessarily work for you someone in WA, CA, FL and so on. And what I state is what I do in general - there are always exceptions. I do grow a lot of stuff from seed - this year likely 2,000 +.

I will not fertilize until they are potted up and have 2 or more sets of true leaves. Prior to that, I may use a Foliar Spray due to the nature of the plant. For these, I will move to 2.5 - 4 inch pots. Since I have never grown Plumeria from seed, I have no idea how quickly things will progress. I am hoping to have them in 6 inch pots by the end of my growing season - ~ Mid October. My hunch is that will not be the case.

When I first fertilize, I will use liquid in water. After I feel that has worked its course, I will move to timed - I usually use Osmocote.
