Thank you both. I think it is Queen Anne's Lace based on this quote from the link Daisy provided.
"the stem of the wild carrot is hairy while the stem of poison hemlock is smooth"
You can see the hairs on the stem in one of the photos.
I will smell it the next time I am in the garden to be sure.
