My friend just direct sows her basil in her garden maybe end of April. But it takes so long till she has usable plants. As to Dill when I was a child we used to simply direct sow it each year. Again around end of April, beginning of May if I am remembering correctly. My mother always had Dill growing in her garden.

I guess she was not much of an herb grower. She planted Parsley and Dill for herbs and that was it.
