Yes, fire the landscaper retroactively to 6 months ago. There are way too many in the world to deal with even one that can't follow direction. When it comes to my garden, I get fierce.

I would make them walk around the yard with me, make sure they were taking notes and make sure they understood enough English to know what I was telling them. You can get a feel for them from that: no response? No job. Argumentative? No job. Think you know better? No job. (I am the VP of a HOA and we deal with landscapers all the time).
