I have a purple noID from a garage sale. It blooms first. The flowers can be 5' tall. This one is about 4'.

That looks to be about 12" next to your yardstick, and if that's the case, I'd say it looks like Eleanor Roosevelt with that blue beard and early bloom.. 4-5' would throw it out of the running, however.
