Welcome! @Gardenerr21 Hi Ryan. It would be difficult to say exactly what might have nibbled your plant.

This link shows the first and last frost dates for your area. I think you are just past that last frost date, so as soon as the first true leaves are open, you certainly can transplant to your raised bed.

Once transplanted, you can safely treat insects with insecticidal soap.
