If shipping to California you have to print on the box "OK to open for postal inspection" Otherwise if their sniffing dogs alert them they will hold the box until they can contact someone to check it. If they can't, they will return the box. and or send you a nasty note.
I have never used any anti fungal powder. I don't punch holes much any more for irises, as I make sure they are dry before boxing.
