I thought Four O'Clocks were annuals that went to seed like crazy. But you have tubers. Maybe they are treated as annuals but actually tender perennials?

I don't think you need to soak the tubers. You do need to soak seed but just to make them germinate faster. I would plant and water them in and wait.
