:welcome: Nell. Roses can get rust diseases but I don't know how prevalent that might be in Alabama. It would help us try to diagnose the problem if you could post a picture of the whole plant and also of the affected leaves. If you can't do that and nobody else here can figure out the problem, the American Rose Society has rosarians who are willing to help by email, and there are three listed for Alabama on this link:
