Can I cut it back below the new growth to make it branch lower? Or should I let it spread and branch more just up top?

Between red lines is where I am referring to as "lower". I don't mind the height at all, it just seems so leggy. Maybe I could trim some of the outside branches lower, so that there are a few lower branches but leave some taller?
