You need to look at the tree and prune in the area where you have your "Red Lines" drawn (skin of tree more silver/green).
If there is one or two more centrally located branches and others around it. Prune the Central branch/branches a little higher than outer ones. In doing this you are pruning to create the basis for your frame work. Then in subsequent years you do not prune down below these cuts.
If you prune all the branches on a level plain, you wil end up getting inward facing branches crossing within the tree. Not the best thing.
You want to give the tree as much sunlight as possible and if it is in an area where it is shaded and not receiving sunlight from 360 degrees, then turn the tree every day in hope that it will produce produce new growth evenly.
You want to try and get it to grow with internodes closer together and more stacked.
