Fight that tendency to help root a cutting by watering it. Cuttings can be very sensitive to moisture at the cut-end, and rot results. I will spray/mist those terminal leaves and adjacent stem occasionally, but that might be once every week or two in the spring/summer and perhaps monthly if overwintering it. Plumeria simply can't utilize water until rooted AND leafing out.
