Are there any flowers on it? How tall is it growing? It looks like it could be Rosemary. You might take a sprig of it into a nursery to compare to samples there. I would not eat it though, until you are sure. You can go to the plant data base and look at more photos to compare. Rosemary gets purple flowers.
