Hi @Janece Welcome to NGA.

Are the plants in fast draining soil? The same rain that started them growing may now be drowning their roots.

I would work the soil back from the roots of a plant and see if they are overly wet. If so, Then perhaps you could move them to containers or a raised bed.

Here is a link on Echinacea diseases...none of the symptoms really matched your description.
