I find mulberry slow to break dormancy. I planted a young sapling in early spring and it just recently started leafing out. I am in the Pacific NW, and we've had a very mild spring. If you are colder, I'd give it some time. Be sure it gets enough water, I tend to 'forget' trees that are invisible...
I want to live in a world where the chicken can cross the road without its motives being questioned.
