I would use the cardboard. In our yard we had some tough plants so we put down two layers of heavy cardboard to make a small kitchen garden. You can see the outline of the cardboard under the landscape fabric. I also lined the bed with landscape fabric so the soil would not escape and the water was able to drain just fine. There were zero weeds coming through.
