Epoxy for masonry works best on outdoor concrete but you may want to acid wash the bare concrete first to get a good bond.

If it were me I'd probably acid wash the entire statue (though I can't see it) and then start over with epoxy or even an acid stain if you get the paint off.

A touch up with outdoor craft paint won't last long. You'll be retouching it almost every year. 🌺
