For me at least, both questions would be a "yes". Others disagree though.

I took a series of pictures last summer of different colors of newly growing tips. Low and behold, of those that then bloomed, those colors usually did indicate whether the flower would be light or dark. An example that fits both of your questions is the Scott Pratt, which has a dark crimson flower. It takes longer to root, longer to produce leaves, and often flowers later than many others I have. Its newly forming tips are burgundy in coloration and actually maintains that color until the tips are really mature. The flip side with the SP is that it will be in bloom later than many others, so though it might begin to bloom later, it still blooms about the same number of months as the earlier bloomers.
